Catherine Morency and Valérie Bécaert appointed to climate change advisory committee
On November 15, Québec's Minister of Sustainable Development, Environment, Wildlife and Parks, Yves-François Blanchet, announced the creation of a Climate Change Advisory Committee. Composed of representatives from various sectors of Québec society involved in the fight against climate change, the committee will advise the minister on measures to be taken in order to achieve Québec's objective of reducing its greenhouse gas (GHG) emissions to 25% below 1990 levels by 2020.
The Advisory Committee has a number of responsibilities, including: establishing guidelines and methods that should be prioritized in order to promote sustainable development; working together to identify measures that Québec should adopt in order to reduce GHG emissions and deal with the impacts of climate change; setting a timeline for achieving these objectives, according to the general directions set out by the government; bringing any issues or questions related to Québec's fight against climate change to the minister's attention; and making recommendations on evaluation mechanisms and standardized performance criteria that will enable better monitoring of outcomes and, most importantly, strengthen measures aimed at achieving the province's GHG emissions reduction objectives.
Catherine Morency has been a professor in the Department of Civil, Geological and Mining Engineering at Polytechnique
since August 2005. Her doctoral dissertation, which focused on the modelling of interactions between urban travel
behaviour and spatial dynamics, was awarded the “Prix de la Francophonie” from PRÉDIT, a research funding body in
France in 2005. Ms. Morency is currently holder of the Mobilité research chair, which seeks to be a hub for research,
experimentation and development in methods and information for assessing the contributions of transportation projects, policies
and plans to sustainable development. The development of sustainable-mobility indicators, initially as a tool to
monitor the impacts of transportation projects, policies and plans and later as a forecasting instrument, lies at the
heart of this chair's mission.
Valérie
Bécaert is Executive Director of the Centre interuniversitaire de recherche sur le cycle de vie des produits, procédés et
services (Interuniversity Research Centre for the Life Cycle of Products, Processes and Services — CIRAIG) and the Centre
interdisciplinaire de recherche sur l'opérationnalisation du développement durable (Centre for Interdisciplinary Research on
the Operationalization of Sustainable Development — CIRODD). Ms. Bécaert holds a PhD in chemical engineering and has
authored a dozen scientific articles and over 50 publications in the areas of Life-Cycle Analysis (LCA) and
ecotoxicology. She has headed CIRAIG since January 2011 and CIRODD since June 2013. Ms. Bécaert's job is primarily to
promote the two organizations, both within Canada and internationally, and to oversee operations and ensure the completion of
contracts for various private and institutional clients.
